The waters of Penn Cove on Whidbey Island, WA are ever changing. This day, I was sitting at a meeting of the Coupeville Historic Waterfront Association when the muted grays insisted that I photograph them. Coupeville is the county seat of Island County (which includes Whidbey and Camano Islands) and yet it is a small town with one regular grocery store, two gas stations, and several churches. It is colorful, but you’d never know it from this picture.
